The iGN editorial team, together with experts from the 4H Agency prepared an analysis of the Lithuanian licensing model, where a two-tier system is in place: the operator receives a basic license to organize gambling and then a permit for each specific type of activity (vertical).

Online Gambling (indefinitely):

• License - ~$580k
• Resolution is ~$1 thou.
• Approval of game rules - ~$1,23k
• Reserve fund - ~$83.7 ths.
• Minimum authorized capital - ~$1.34 million (online casinos), ~$335k (online betting, sweepstakes, slots, bingo), ~$167k (online horse racing betting)
• A two-tier licensing system provides a streamlined process

Taxes and deadlines:

• Main license - indefinitely (until revoked by the regulator or at the operator's request)
• Activity permits - 5 years (online gambling - indefinitely)
• 22% GGR - gambling tax
• 15% of income - tax on winnings

Applicant Requirements:

• Only a company registered in an EU Member State with a representative office in Lithuania
• Checking the impeccable business reputation of managers, deputies, customer service personnel, shareholders, board members and those responsible for financial accounting
• The scope of the audit depends on the number of employees: up to 30 employees - all employees; 31-100 employees - at least 30 employees; more than 100 employees - at least 30% employees
• Gaming devices and software must be stored in Lithuania, another EU country, the EEA or Switzerland
• Mandatory identification and registration of players at online casinos
• Certificates of compliance for all sites from accredited organizations and gaming devices

Market Features:

• High degree of transparency and consistency in regulation
• On January 1, 2028, a complete ban on gambling advertising, including sponsorship of events, will come into force (except for the operator's name and logo on its own websites in the form of a simple information note without advertising character)

According to 4H, the Lithuanian license is distinguished by the perpetual nature of the basic license and the possibility of comprehensive licensing. Strict oversight mechanisms are combined with transparent rules, making the market attractive to international operators.
