In the Disavow links tool, there is an undocumented option to reject links from all sites of a particular domain zone (TLD) at once, told John Mueller.
If you are sure this is what you want, you can use «domain:abc» in the disavow file. Keep in mind that you won't be able to disavow certain domains if you like them, but if you find that this domain zone almost exclusively contains spammy sites, it will save you time.
Given how big a step this is, I'm not sure if it's worth suggesting in the documentation. I'm sure there are good sites in all the top level domains.
